    Job Summary: 

    Castle Rock Water has an outstanding opportunity for a Water Quality Regulatory Manager. This position performs professional and technical managerial work supervising the various regulatory programs within Castle Rock Water. This role oversees a variety of services related to compliance with regulatory requirements for various drinking water, wastewater, reclaimed water, watershed protection, and stormwater programs. Work includes supervising staff, overseeing health and safety programs and water quality, stormwater, and regulatory compliance programs. This position represents the Towns interests through regulatory and watershed management agencies and provides technical advisement on issues impacting policy and procedures. Regulatory will necessarily include Cross Connection, Water Testing, Reporting, and State and Federal Compliance of all required sampling. Performs duties in a manner consistent with the stated values of the organization.

    Western Resource Advocates (WRA) is hiring a Policy Advisor to join our Western Lands Team. Working under the direction of the Western Lands Policy Manager, the Policy Advisor will develop and advocate for policies and measures that protect lands and habitats and that promote access for all to the natural world. The Policy Advisor works with guidance from senior members of the Western Lands team. This position will develop and maintain relationships across the West with conservation community partners; elected officials, their staff, and agency staff; and other stakeholders. This is a great opportunity to join WRA’s growing Western Lands Team, working with an impactful team of policy and conservation experts.

    Job Summary:

    This Intern will contribute to important research within the Outdoor Water Savings Research Initiative in collaboration with AWE’s Program Team. The Intern will conduct primary and secondary research, facilitate informational interviews, collect and organize data, and write reports for an AWE project exploring the best practices across residential landscape transformation and irrigation efficiency programs. This project will account for the significant evolution of utility programs over the past decade and what drivers have motivated these changes.

    The Research Intern will have the opportunity to highlight how utilities have collaborated with their communities, universities and educators, and related water- and landscape-focused industries (like retailers, nurseries, gardens, and landscape and irrigation contractors) to save water and address water resource challenges amidst a changing climate. Their work will also investigate how utilities are advancing equitable outcomes through improved processes and programs.

    What your day will look like…

    • Developing and managing issue position documents and coordinating messaging and outreach with Colorado Springs Utilities’ water resources and communications teams
    • Developing and maintaining relationships with county, state, and federal elected officials and their staffs, trade associations, and key community stakeholders to shape public policy and public opinion on Colorado Springs Utilities’ water supply, projects, initiatives, and programs
    • Actively participating in public policy discussions on water and regional projects, plans, and initiatives to identify potential impact to the organization’s business operations and strategic initiatives
    • Supporting major water projects and Board initiatives through the development and implementation of strategic stakeholder engagement plans
    • Providing advice and recommendations to management regarding policy decisions that impact major water projects
    • Monitoring the legislative process to assess the impact of state and federal regulations on major water projects
    • Designing and implementing strategies to mitigate the impacts of legislative/regulatory proposals on major water projects
    • Supporting the general state and federal advocacy efforts of the Government Affairs Department

    What will it take to be successful in this position…

    • A bachelor’s degree in Political Science, Public Administration, Public Relations, Business, or a closely related field is preferred
    • Foundational understanding of Colorado water and environmental laws
    • Familiarity with Colorado geography and politics
    • Demonstrated experience working within a relevant public policy-oriented field is highly desirable

    The Colorado River Project Coordinator (Coordinator) represents Colorado River water users in Colorado, Wyoming, and Utah in the implementation of the Upper Colorado River Endangered Fish Recovery Program (Recovery Program) (https://coloradoriverrecovery.org/uc/). A broad coalition of twenty-three water users in Colorado and Utah provide funding for a Coordinator through the Colorado Water Congress Colorado River Project (Project). Each contributing water user is a member of the Project’s Executive Committee and provides guidance and direction to the Project Coordinator and is kept informed of Recovery Program activities through regular meetings with and correspondence from the Coordinator.

    The successful candidate will collaborate with the current Coordinator for sufficient time to gain a complete understanding of the Program and the responsibilities of the position. The water users have benefitted from having the current Coordinator since the inception of the Recovery Program with one point of contact and consistent, successful representation in all of the Recovery Program facets. The water users realize how unique the arrangement has been with the longevity and the waters users will have an ongoing need for a Coordinator as long as the Recovery Program exists. The Recovery Program or its successor is expected to be permanent. A candidate that has a vision to provide a way for historic knowledge learning, retention and application, along with the ability to look toward the future, for a time period of 10-years or more is desired.

    Coordinator will be an independent contractor and not an employee of the Colorado Water Congress (CWC). Coordinator could be an individual or a company. If a company wishes to apply, please identify and provide qualifications of the primary person responsible for the scope of work and any additional supporting staff. The company must provide a commitment that one person will serve as Coordinator and that any change in staff must be approved by the Executive Committee.  This does not preclude that person from other duties. The estimated time requirement averages 20 hours per week. The applicant must disclose any potential conflicts of interest.

    Colorado Water Conservation Board:
     The Colorado Water Conservation Board (CWCB) exists to advocate the protection, conservation, and development of water of the State in order to secure the greatest utilization of such waters and the utmost prevention of floods for the benefit of the present and future generations of the State of Colorado.  


    Finance Section:
    This work unit exists to provide funding and technical and administrative assistance/expertise in the planning, design, and construction of Colorado's water resources through loan and grant funding.  The CWCB typically authorizes about 20 new loans each year, in dollar amounts ranging from $100,000 to $100,000,000.  The CWCB advocates the protection, conservation, and development of the waters of the state in order to secure the greatest utilization of such waters and the utmost prevention of floods for the benefit of present and future inhabitants of the state.

    The Water Quality Analyst is part of the Water Pollution Control Facility of the Water and Sewer Division and reports to the Wastewater Laboratory Supervisor.  This position exists to collect and analyze samples to ensure compliance with all of the Water Pollution Control Facility’s (WPCF) wastewater permits and to assist with the operations process control analyses on wastewater samples. The incumbent will calculate and log results on appropriate forms, Labshare, and/or Water Information Management System (WIMS). The Analyst will prepare and monitor equipment and chemicals for use in analyses, and works in partnership with our employees, department/divisions, and agencies in delivering effective and accurate results. Other duties include collecting samples of and monitoring the flow of Cache la Poudre River (CLPR) to formulate an accurate flow-rating table, which is critical for the Water Pollution Control Facility’s discharge permit.
